USMCA: Implementation of Labor Provisions in Mexico

Dora Alicia García, Senior Human Resources Manager at Oshkosh, introduced the speaker Luis Pablo Solorio, Principal Labor Attaché at the United States Embassy in Mexico.

In this conference, he shared information about the implementation of the labor provisions of the USMCA and described the role played by the United States government, through the Department of Labor, in supporting these provisions in the automotive sector in Mexico. 

He added that he works on labor issues in Mexico related to mandates and priorities of the Department of Labor, which focuses on promoting equality and global conditions for workers in the United States and worldwide, through the fulfillment of labor commitments in labor agreements.

In his role, he works closely with the Embassy of the United States, including with the economic section, the trade representative, and the consulates, as well as other agencies of this country to carry out his mandate; he explained that he supports the new labor interagency committee of the USMCA.

He pointed out that the Attachés work very closely with the government of Mexico, including the Ministry of Labor and Social Welfare, workers, unions, companies, and civil societies to support bilateral cooperation on labor and employment issues, by providing technical assistance projects aimed at implementing labor reform in Mexico.

He indicated that the labor provisions of the USMCA are aimed at improving working conditions and wages in Mexico, as well as promoting legitimate labor relations. He mentioned that the labor chapter of the USMCA has the most robust and comprehensive labor provisions of any free trade agreement, benefiting workers and businesses across North America.

He explained that the legislation of the USMCA established the interinstitutional labor committee, co-chaired by representatives from trade in the United States and the Department of Labor.

He also mentioned that the United States Congress allocated $180 million to support labor reform in Mexico; he referred to the Department of Labor investing over $90 million in technical assistance in 2016, with $50 million of that amount allocated to the USMCA, impacting 28 states in Mexico. 

Finally, he highlighted projects that the Department of Labor is currently funding in the automotive sector in Mexico. These projects primarily focus on employers in the automotive sector in Mexico, with a budget of $3 million for 4 years. Their objective is to strengthen the implementation and enforcement of labor legislation in this auto parts sector.

Luis Pablo Solorio serves as an expert for the Government of the United States on labor and employment issues in Mexico, related to the mandates and priorities of the Department of Labor (USDOL). He is responsible for advancing policies and programs that promote labor rights. He monitors and supports the implementation of the labor commitments of the USMCA, such as the Reform of the Labor Justice System. He was an International Labor Policy Advisor in the Office of Trade Policy at the United States Department of Labor (USDOL) for the enforcement of labor provisions in United States free trade agreements.
