Sophia Huett, Executive Secretary of the State Public Security System, presented by Alfonso Solleiro, Security Manager Mexico at Pirelli, began her conference by explaining the current context of security, highlighting the shift from the specialized police model to the National Guard model in public areas.
She emphasized that currently drug consumption continues to rise, as does the quantity and capacity of criminal groups. She mentioned that it is very complex for a local or even state government to end violence related to organized crime on its own, so ideally, the situation should be addressed jointly with other states.
As part of the context, she showed a graph of the monthly historical record of investigation folders initiated from September 2018 to June 2021. She clarified that investigation folders do not necessarily indicate crimes or violent crimes. The ranking covers all states in Mexico and is measured by crimes per 100,000 inhabitants; Colima ranks first, followed by Quintana Roo, Baja California, Mexico City, Aguascalientes, Querétaro, Baja California Sur, Mexico State, Guanajuato, and Morelos.
Later, she shared different rankings on various types of crimes such as femicides, home burglaries, business robberies, etc.
She concluded by mentioning that the strategy of the Guanajuato government is to build security locally. She mentioned that state police officers are among the highest paid in the country, earning around $20,000 pesos per month. Another aspect she highlighted as fundamental to this strategy is the coordination of operations and intelligence departments.
